The international character of shipping can be served effectively only by global rules and standards. These are essential for the smooth operation of the industry, which attends to the needs of billions of people around the world. They are necessary in order to keep the maritime transport reliable and safe for both people and the environment, as it operates across different regions and different regulatory regimes. Shipping connects people, connects markets and economies around the world. Global rules avoid conflicts between national laws and regional measures and are more effective in addressing global problems. At the same time, a level playing field is ensured, which is a precondition for the long-term sustainability of the maritime sector. This is why the IMO has an established and leading role as shipping’s global regulator.
